Before the General Election, it’s important to take a moment to reflect on the remarkable turnout story told in the Primary. With nearly 1.1 million people casting a ballot, New Yorkers made history in the 2025 Primary Election. Voter turnout reached its highest level in over a decade for a citywide election, with 29.9% of all registered voters participating.​​     

Let’s dig into the numbers more closely to get a clearer picture of this historic moment.​​ 

Ranked Choice Voting in Action​​   

The 2025 Primary was another opportunity for New Yorkers to use Ranked Choice Voting (RCV). RCV continues to give New Yorkers more choices in city elections. And by and large, voters used that opportunity.​​    

  • 79.2% of voters ranked their choices for at least one office on the ballot​​    

  • Less than 1% of RCV ballots had a fatal overvote error (a mistake in ranking, leading to votes not counted for the race they were ranked for), an improvement from 2021!​​     

Turnout Across the Boroughs​​   

Turnout looked different across the five boroughs.​​  Compared to the 2021 primary election, all boroughs except Staten Island saw an increase in turnout.​​   

  • Manhattan led the city with 40.5% turnout, up seven points from 2021.​​    

  • Staten Island had the lowest turnout at 16.2%.​​    

New Voters Led the Way​​   

One of the biggest stories of the primary was the impact of newly registered voters. New voters had a huge impact on the primary.​​    

  • Nearly 60% of newly registered voters turned out, which is double the rate of voters who had been registered for more than a year.​​    

Young Voters Showed Up​​   

Young New Yorkers played a major role in this election. Younger voters are increasingly stepping up to make their voices heard in city elections. The future is looking bright.​​     

  • Voters aged 18 to 29 had the highest turnout of any age group at 35.2%, about twice their turnout in 2021 at 17.9%.​​    

  • By comparison, voters aged 80 and older had the lowest turnout at 20.9%, a rate  similar to past years.​​   

Voting Methods in the Primary​​   

New Yorkers used a variety of voting methods in 2025. Younger voters between 18 and 39 made up the largest share of early voters, both in-person and by mail. Older voters, 70 and above, cast the most absentee ballots. Here’s the breakdown:​​     

  • 56.9% voted in person on Election Day​​    

  • 34.5% voted early in person​​    

  • 3.6% voted early by mail​​    

  • 3.4% voted by absentee ballot​​    

  • 1.7% used other methods, like affidavit or military ballots​​    

Voter Registration Soared to New Heights​​   

Voter registration also reached new highs in the lead up to the 2025 Primary registration deadline.​​   

  • Between January and June of this year, daily registrations peaked at nearly 17,000, compared to just 3,000 in 2021.​​    

  • During that same timeframe, young voters aged 18 to 29 made up 67.3% of new registrations, a big jump from 56.2% in 2021.​​

The General Election Awaits​​   

The 2025 Primary highlighted a more engaged electorate, especially among new and young voters. With higher turnout and record-breaking registrations, New Yorkers are taking their future into their hands. As we head into the General Election, these trends point to a city that’s ready to show up and show out.​​
